HaMoked is an independent and nonpartisan organization. We rely entirely on donations. We need the help and support of everyone who believes in our chosen path and wants to share in our work so that we can continue to defend the rights of Palestinians living under Israeli occupation, provide legal representation, demand accountability and research and document injustice.

Here is what we have accomplished during the first four months of 2017:

• We broke through the ban on family unification between Israelis and Palestinians from the OPT
  The Citizenship and Entry into Israel Law (Temporary Order) 5763-2003 forces tens of thousands of Palestinians to live with their families in Israel for years with nothing but military-issued temporary stay permits, with no certainty about tomorrow. Following a succession of petitions by HaMoked, 1,124 such Palestinians have finally received residency status in the country and Israeli ID cards, along with the stability that eluded them. 760 other Palestinians are expected to receive status in the coming months.
   

   

• We obtained permits of exit from the West Bank to Jordan for 62 Palestinians who had been denied travel abroad by the military
  This figure shows that the military uses bans on exit via Allenby Bridge Border Crossing – the West Bank’s only gateway abroad – arbitrarily and does not stand behind many of its own decisions. Still, without HaMoked’s help, Palestinians tagged as “banned from exit” cannot get the travel ban reconsidered, and must forego their plans for an urgent medical treatment, a coveted position, academic studies, the Hajj or Umra pilgrimage, etc.
   

   

• We traced 1,598 Palestinians detained by the Israeli security forces
  The military detains hundreds of people in the OPT every month. It does not inform their families about their arrest or whereabouts, nor does it enable families to receive such information directly. In these circumstances, HaMoked helps families from the OPT find out where their detained relatives are being held. Up-to-date information about the place of detention allows families and lawyers to visit detainees, learn how they are being treated, and act to safeguard their rights. Moreover, knowing the whereabouts of a missing loved one has tremendous emotional significance for the families.
  
   
• We filed 106 petitions and appeals on behalf of OPT residents
  As our name implies, our main focus is defending the rights of individuals. Over the years HaMoked has helped tens of thousands of people resolve their difficulties vis-à-vis the occupation authorities. Each of these cases is a world unto itself: a child who finally sees his father imprisoned in Israel; a farmer who returns to cultivate land to which he had been denied access for years; a widow who receives the permit that allows her to continue living in Jerusalem after her husband’s death; a youth who can finally begin his PhD program in Jordan. The legal activity on behalf of individuals also brings precedential achievements with huge impact for hundreds of thousands others.

המוקד להגנת הפרט הוא ארגון זכויות אדם עצמאי ובלתי תלוי. משאבנו הכספיים מקורם בתרומות בלבד. אנו זקוקים לתמיכתו של כל מי שמאמין בדרכנו ומבקש להיות שותף לפועלנו, כדי שנוכל להמשיך ולעמוד על משמר זכויותיהם של פלסטינים תחת הכיבוש הישראלי; להעניק ייצוג משפטי, לתבוע דין וחשבון, לחקור ולתעד עוולות.

הנה מה שעשינו בארבעת החודשים הראשונים של 2017:

• הצלחנו לפרוץ את האיסור על איחוד משפחות בין ישראלים לבין פלסטינים תושבי השטחים הכבושים
  חוק האזרחות והכניסה לישראל (הוראת שעה), תשס"ג-2003, מאלץ עשרות אלפי פלסטינים לחיות עם משפחותיהם בישראל מתוקף היתרי שהייה זמניים, שהצבא נותן בידם, ללא ודאות באשר ליום המחר. בעקבות סדרת עתירות שהגיש המוקד, קיבלו 1,124 פלסטינים, החיים בישראל שנים ארוכות במסגרת הליך לאיחוד משפחות, תעודות זהות ישראליות המקנות להם מעמד במדינה ואפשרות לנהל חיים יציבים. 760 פלסטינים נוספים צפויים לקבל מעמד בחודשים הקרובים.
  
   
• השגנו היתרי יציאה לירדן ל-62 פלסטינים שהצבא אסר על יציאתם מהגדה המערבית לחו"ל
  נתון זה מלמד כי השימוש בכלי של מניעת היציאה דרך גשר אלנבי – שער היציאה היחידי לחו"ל לתושבי הגדה – הוא שרירותי והצבא עצמו אינו עומד מאחורי חלק ניכר מהחלטותיו שלו בנושא זה. ואולם, ללא סיועו של המוקד, פלסטינים המתויגים כ"מנועי יציאה" אינם זוכים כלל לבחינה מחודשת של האיסור שהוטל עליהם ונאלצים לוותר על טיפולים רפואיים דחופים, משרה נחשקת או לימודים גבוהים, קיום מצוות החאג' או העומרה.
  
   
• איתרנו 1,598 פלסטינים שנעצרו ע"י כוחות הבטחון
  מדי חודש מבצע הצבא מאות מעצרים בשטחים הכבושים. הצבא אינו מודיע למשפחות העצורים על עצם המעצר או על מקום המעצר, והוא אף אינו מעמיד לרשותן כל גוף שאליו הן יכולות לפנות במישרין כדי לקבל את המידע אודות יקיריהן. במציאות זו מסייע המוקד לתושבי השטחים באיתור בני משפחותיהם המוחזקים בישראל. מידע עדכני אודות מקום המעצר מאפשר לבני משפחתו ולעורך דינו של העצור לבקרו, לעמוד על היחס כלפיו ולפעול להבטחת זכויותיו. אך אין מדובר רק בחוק היבש. עבור קרובי משפחה שיקירם נעלם יש חשיבות רגשית עצומה לידיעה היכן הוא מוחזק.
  
   

• הגשנו 106 עתירות ועררים בשמם של תושבי השטחים הכבושים

  עיקר פעילותו המשפטית של המוקד מתרכזת, כעולה משמו, בהגנה פרטנית על זכויות האדם. המוקד יכול לזקוף לזכותו עשרות אלפי מקרים של אנשים שעניינם זכה לפתרון. כל מקרה כזה הוא עולם ומלואו: ילד המתראה סוף סוף עם אביו הכלוא בישראל, חקלאי הזוכה לעבד את אדמתו לאחר שנים שבהן לא הותר לו להגיע אליה, אלמנה שההיתר שקיבלה מאפשר לה להמשיך ולהתגורר בירושלים גם לאחר מות בעלה, צעיר שיכול עתה להתחיל בלימודי דוקטורט בירדן. הפעילות המשפטית הפרטנית מביאה גם להישגים עקרוניים, שלהם השלכות הרות גורל על מאות אלפי אנשים נוספים.
